10. REQUEST FOR AUTHORIZATION TO INITIATE THE NOTIFICATION PROCESS REQUIRED BY PROPOSITION 218 AND SCHEDULE A PUBLIC HEARING FOR A PROPOSED INCREASE IN EDCO TRASH RATES TO BE EFFECTIVE JULY 1, 2019

Staff recommends the Council authorize staff to initiate the notification process required by Proposition 218 and schedule a public hearing for a proposed increase in EDCO trash rates, which, if approved, would be effective July 1, 2019.

11. RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE CITY OF LA MESA APPROVING AN AMENDMENT TO THE CONTRACT BETWEEN THE BOARD OF ADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES’ RETIREMENT SYSTEM AND THE CITY COUNCIL OF THE CITY OF LA MESA

Staff recommends the Council adopt the Resolution of Intention to approve a second amendment to the contract between the Board of Administration of the California Public Employees’ Retirement System (CalPERS) and the City Council of the City of La Mesa, to provide a mandatory employee contribution of an additional .5% of salary as provided under Government Code Section 20516(a) applicable to all Classic CalPERS unrepresented employees and all Classic CalPERS La Mesa City Employees’ Association (LMCEA) members to become effective July 12, 2019 (total of 1% cost share).

13. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA MESA ADDING CHAPTER 10.19 TO THE LA MESA MUNICIPAL CODE REGARDING SHARED MICROMOBILITY PROGRAM

Staff recommends the Council approve (1) the introduction and first reading of the Ordinance adding Chapter 10.19 to the La Mesa Municipal Code which would require shared micromobility operators to enter into a license agreement with the City of La Mesa in order to conduct business within City limits; and (2) a non-exclusive pilot license agreement regulating shared micromobility operators, including bicycle and scooter share companies, in the City of La Mesa.
