11. CONSIDERATION OF THE 3-YEAR OKTOBERFEST SPECIAL EVENT PERMIT APPLICATION, A COST RECOVERY POLICY FOR THE EVENT, AND A RESOLUTION TEMPORARILY CLOSING A PORTION OF LA MESA CITY STREETS FOR THE 2019, 2020, AND 2021 OKTOBERFEST EVENTS

Staff recommends the Council (1) approve the National Center for Community Enhancement (McFarlane Promotions, Inc.) application for the 3-year Oktoberfest Special Event Permit, subject to conditions; (2) provide direction to staff on the cost recovery policy for the 2019, 2020, and 2021 Oktoberfest events; and (3) adopt the Resolution temporarily closing a portion of La Mesa City Streets for the 2019, 2020, and 2021 Oktoberfest events.
