9. ACCEPT THE DRAFT COMMUNITY CHOICE AGGREGATION TECHNICAL FEASIBILITY STUDY FOR THE CITIES OF CHULA VISTA, LA MESA, AND SANTEE AND CONSIDERATION OF ENTERING INTO A JOINT POWERS AGREEMENT WITH THE CITY OF SAN DIEGO TO CREATE A GOVERNING STRUCTURE FOR A COMMUNITY CHOICE AGGREGATION PROGRAM

The Community Choice Aggregation Subcommittee (Mayor Arapostathis and Vice Mayor Baber) and staff recommends the Council (1) accept the Draft Community Choice Aggregation Technical Feasibility Study for the cities of Chula Vista, La Mesa, and Santee; and (2) consider entering into a Joint Powers Agreement with the City of San Diego to create a governing structure for a Community Choice Aggregation program.
