Ray Sweeney Appointed La Mesa Chief of Police

After conducting an extensive nationwide recruitment, La Mesa City Manager Greg Humora appointed Ray Sweeney to serve as La Mesa’s next Chief of Police.  Prior to this appointment, Sweeney served as a Captain with the La Mesa Police Department since 2015.  Before joining the La Mesa Police Department in 2001, Sweeney served in the United States Army and subsequently, in the California Army National Guard. Sweeney holds a Bachelor of Science degree in Criminal Justice Management (Union Institute & University) and a Master of Science degree in Law Enforcement and Public Safety Leadership (University of San Diego).

The City issued a news release on July 1, 2021 announcing the Police Chief appointment.

Concurrent with the Chief's appointment, the City has released Chief Sweeney's "Six Step Action Plan" that addresses a range of policy initiatives for the La Mesa Police Department.  The Chief will be discussing the details with the community at upcoming community meetings.  

Recruitment Process

The City of La Mesa hired executive recruiting firm Teri Black & Company (TBC) to conduct a nationwide search for its next Police Chief. TBC was selected following the issuance of a Request for Qualifications and evaluation process by the City. TBC has successfully recruited 10 police chiefs for California cities over the past 24 months.  

TBC gathered feedback from the La Mesa community on its ideal qualities for the next Police Chief. Feedback included input from the City Council, the Citizen Public Safety Oversight Task Force, City staff, the Police Department, and focus groups with community leaders. A community meeting was held on December 7, 2020 and an online community survey was also conducted.

The application period was open from January 13 through February 15, 2021 and 25 applications were received from across the country.

The first round of Police Chief interviews took place on March 19, 2021 with the top screened candidates by the executive recruiting firm based on the feedback received from the community on the traits and qualities they wanted to see on La Mesa’s next chief of police Two community stakeholder panels were involved in the interview process with representatives from the La Mesa Community Police Oversight Board, the La Mesa Citizen Task Force on Homelessness, the local School District, the La Mesa business community, the La Mesa Police Officer’s Association, and the faith based community. A professional panel also conducted interviews and included executives working in local government in the San Diego region. 

The top candidates will move on to the final interviews to be conducted with La Mesa staff. All interviews are expected to be completed by the end of March with a hire to be announced in April.
