Bill Baber was elected in 2014 and re-elected in 2018. He previously served as a trustee of the La Mesa-Spring Valley School Board (2003 - 2014). Bill served as a Commissioner on the La Mesa Environmental Sustainability Commission (2008 - 2014). He wrote the La Mesa Term Limits Ordinance and managed the campaign to qualify and pass the initiative.

As a City Council Member he has served on the City subcommittees for Climate Action, Community Choice Energy, Cannabis, Audit, and the Civic Center. He helped write, and ran the campaign to pass, the La Mesa Marijuana Business Tax.

As a regional leader, Bill represents La Mesa as a Director on the new San Diego Community Power Joint Powers Authority (SDCP). He is the chair of the SANDAG Audit Committee and a member of the SANDAG Transportation Committee. Bill is the President of the California League of Cities - San Diego Division. He represents San Diego’s 18 cities on the Countywide Redevelopment Successor Agency Oversight Board. He represents La Mesa on the Regional Pure Water JPA and serves on its finance subcommittee. He also serves as a Commissioner for the San Diego Ethics Commission.

Bill is an attorney and a member of the California Bar. He helped draft municipal law reforms in cities throughout San Diego County including city charters, fair and open competition ordinances, and ethics ordinances. Bill coordinated the City of San Diego’s Rules Committee from 2000 – 2005. During that time he managed the San Diego City Council’s docket process and worked on dozens of municipal issues. Bill is a former analyst for the Federal Election Commission in Washington, D.C. Bill received his BA from the University of Southern California and his JD from California Western School of Law.

Bill and his wife Jean, their daughters Hope, Karis, and Joy, and their son Isaac, have lived in La Mesa for the past 21 years.
